A FREE HOMOLKA SHOULD BE MONITORED - RUNCIMAN

TORONTO – Ontario P.C. House Leader, Bob Runciman (M.P.P. Leeds-Grenville) today tabled a Resolution calling on the Legislature to ask Quebec’s Attorney General to seek from the courts, conditions on the release from federal prison of convicted child killer, Karla Homolka.

In his Resolution, the veteran M.P.P. and former Solicitor General also asks Ontario’s Attorney General to pursue a court order if Quebec declines to do so and Homolka’s residency plans are unknown.

“The order could and should include residency restrictions, police reporting, possibly electronic monitoring and prohibitions against contact with children”, said Runciman.

“Many Canadians, including the families of her victims believe Ms. Homolka beat the justice system and remains a threat to public safety”, asserted Runciman.

Homolka is currently incarcerated in Joliette Prison in Quebec and will complete her full 12-year sentence in July of this year.

Runciman’s Resolution will be debated during the April 14th Session of the Legislature.

 

RESOLUTION

Whereas serial sex offender and killer Karla Homolka has been detained in custody for the entirety of her sentence because of a legal determination that she poses an ongoing risk to reoffend and thereby cause serious harm to other persons, and

Whereas Karla Homolka is scheduled to be released from a federal correctional authority in Quebec not later than July 2005, and

Whereas amendments to the Criminal Code advocated by a previous government of Ontario now make possible post warrant expiry offender supervision pursuant to sections 810.1 and 810.2 of the Criminal Code, and

Whereas responsibility for seeking such order resides with the Provincial Attorney General in the Province in which the offender is resident

Be It Therefore Resolved That:

This Legislature instructs the Attorney General of Ontario to

A) immediately make inquires of federal correctional officials as to any known or intended residency plans of Karla Homolka

B) immediately convey to the Attorney General of Quebec the recommendation and request of this Legislature to the Attorney General of Quebec that should Karla Homolka indicate plans to reside in Quebec or not disclose such information that the Attorney General of Quebec invoke s. 810.2 of the Criminal Code prior to her release to seek an order from the Court to protect the public especially by including a reporting to police clause in any recognizance she is required to enter into.

C) immediately seek such an order should no information be known about her post release residency or the Attorney General of Quebec declines to seek an order pursuant to s.810.2 of the Criminal Code in which case the order sought should include all of a residency restriction, police reporting and electronic monitoring clauses in order to best assure the protection of the people of Ontario and Canada from this convicted and dangerous killer.
